as the rain will be long gone. i-95, between washington, baltimore, trenton, new york city, even lower portions of the hudson valley and new england, the rain is moving in. this shield of light rain. nothing too intense with it but just enough that you will need the windshield wipers. a wider view shows it goes into the the adirondacks, new hampshire, vermont. the forecast is going to call for that front to kick off the east coast during the day today. temperatures will plummet as a warm, beautiful day yesterday. the cold air in the heart of the country will spill to the east coast. no big storms behind this. we're really dealing with temperatures that are chilly from minneapolis to denver. with sunshine, it will be pretty manageable. 40 in chicago, 55 in kansas city, not bad in texas. as i mentioned on the east coast, rain this morning and this afternoon looks okay. that's a look at your national forecast. now here's a look at the rain outside your window. cincinnati, ohio, brisk, cold this morning, 44 this afternoon. that's better than what you dealt with yesterday with the rain for

. but buildings in the city might be reaching new heights. congress and the district are beginning a new study to determine whether to change a limitation on how tall a building in the district can be. tom sherwood takes a look now at a plan to change a law that's been in effect since the 1890s. >> reporter: the cairo residential building was built in the 1890s. but its height stunned congress and local officials who imposed a height restriction in the city and passed a law in 1910 that still limits city buildings to about ten stories today. now california congressman darrell issa who oversees d.c. affairs is asking the district and federal national capital planning commission to help decidetaller buildings could be constructed in the city. at a surprise birthday party wednesday for mayor gray, the head of the council's revenue committee, welcomed the new year's long study but with caution. >> what i want to avoid is a crystal city, where you have the monolithic buildings. >> reporter: he suggested new york avenue could be away from neighborhoods. some citizens in the district worry the iconic

. the impact on one historic italian city. >>> welcome back. at 4:45 this morning, we're getting a better look caused by the deadly explosion in indiana. it killed two people and injured seven others late saturday night in indianapolis. investigators believe the explosion happened inside this home near that burned out car. the blast obliterated the house itself and the home next door. investigators are trying to determine what sparked that explosion. >> there are many explosions, accidents, and different things, but i have not seen anything with this type of destruction that happened so quickly. >> they suspect that some sort of gas leak caused the explosion. firefighters evacuated more than 200 people from the neighborhood. the explosion damaged or destroyed about three dozen homes. >>> 14 before the hour. this morning a college student is under arrest for scaring people inside a movie theater not far from where the colorado movie theater shootings happened. station. insurgents occasionally launch rockets into the city, but the weapons are not very accurate. >>> new this morning, four people in the hospital after a violent night in northeast washington. the victims are of a triple stabbing and a shooting just three miles apart. the stabbing happened at the 300 block of 51st street just after 1:00 this morning. when the police arrived, they found two women and a child with stab wounds. they are expected to be okay. no word on a suspect there. just minutes later, police got calls for shots fired in the 2000 block of "c" street. they found a man shot in the chest. he is in critical condition. no word on a motive or a suspect in that case. >>> also northeast overnight, firefighters rescued at least one person from a fire in the district. the fire broke out just after midnight in the 1700 block of benning road. firefighters say the small kitchen fire caused heavy smoke. three people were taken to the hospital with minor injuries. they are expected to be okay. >>> it has been a long time coming for drivers in virginia. today is a ribbon cuttin

much those taxes can go up. tom sherwood now here with that story. >> jim, the city already has a limit of 10%, but council member jack evans wants to make it 5%. since 2006 the district has capped annual homeowner tax increases at 10% to help the homeowners stay in their homes. but with the city's economy rebounding, even booming, from the national economic slowdown, rising house prices are putting more pressure on those taxpayers. now d.c. council finance and revenue chairman jack evan says he wants legislation this year to limit homeowner property tax increases to 5% a year, not 10%. as long as someone stays in their homes. >> no one should be paying 10% more in property taxes every year, year in, year out. people who have been here in the tough times deserve to stay here in the good times. that's what this bill is intended to help. people have been here in the tough times, who we want to stay here in the good times and not be priced out. >> reporter: evans discussed his tax relief even as mayor vincent gray was announcing a plan to add 100,000 new jobs in the city within five years.

lines in new york city and long island, gas rationing starts this morning. they'll be able to buy gas on alternate days according to their license numbers. the odd and even system is similar to one being imposed by new jersey. >>> voters in new jersey have until 8:00 tonight to e-mail or fax their ballots. voters eligible for the extension have to request the ballots by 5:00 p.m. tuesday. the state extended the deadline for returning those ballots to make sure all requests could be verified and votes could be counted. >>> plans are under way for a huge concert in new york city to help those affected by hurricane sandy. the event at madison square garden is dubbed 12-12-12 because it falls on december 12th of this year. it's being produced by the same company who did the city's 9/11 benefit. that concert included big names like paul mccartney, jay-z, and elton john. benefits will go to the robin hood relief fund, which will help victims in new york, new jersey, and connecticut. >>> st. andrew apostle catholic church in silver spring is just one of the many churches and schools collecti

and in new york city. still snowing hard on long island into new england. many places in connecticut have nearly a foot of heavy, wet snow. it has been wind-driven. for us, reagan national, we had a little bit of flurry and sleet activity from about 10:00 last night until 1:00, 2:00 this morning. now all of that has pretty much ended. although we still have a few scattered sprinkles in prince george's county. now it's changed back to some sprinkles. a few of those scattered spri s sprinkles will be with us the next few hours. well above freezing, as we anticipated that the impact would be very small for us. it's just in the upper 30s to 40 all across northern virginia into maryland. a few isolated spots have dipped down to near freezing. should not have any travel problems here locally this morning. just a few flurries this morning. cloudy still around noontime. during the afternoon, ought to get some breaks in the clouds. i'll be back in ten minutes. danella is here with a look at our very early morning traffic. >> volume very, very light. not seeing any accidents right now. but seeing
